editing and ripping

Hello,
I apologize if this is the wrong place for this question.

This is all hypathetical.
1. dvd is shrek 2
problem some parts not appropriate for children.
How do I edit out the bad parts and create a working dvd.

I imagine
rip vob's
convert to mpeg or avi
use some movie editing software such as moviemake
then use nero to author and burn which probably transcodes back
to mpeg2 format.
worried about loss of quality.
ANY IDEAS or help
is welcomed
