    Does anyone know if there is software out ther that can change resolution of a mpeg to a hd range 1080?

    If you're talking about finding an app that will open up the original, change the flag that tells the player the resolution, and save a copy, something like ReStream or DVDPatcher would do this, although I don't know offhand if they support greater than SD / D1 / DVD sizes.

    Even if you can get it to do that, will it be recognized correctly by the player? PROBABLY NOT.

    If you're talking about finding an app that will use the current mpeg as input and resize to HD resolutions and reencode a new copy, there are a number of encoders that can do that. TMPGEnc, for one (maybe just the "Pro" version, though).

    Even when you do that, will this new file actually be making good use of all those available pixels? NO WAY!

    Try this:

    Take a good quality VCD mpeg clip (352x240) and resize it up to 704x480 and reencode--with plentiful bitrate--and author/burn to DVD.

    Does this look as good as regular high-quality DVD? NO. Is it acceptable for your needs? Maybe.
    It will be the same way with what you're attempting.

    Probably won't look as good as the orginal VCD either. Scaling video up is not recommended.
