VCD to DVD Question

I know....it will look like crap but this DVD is not for me...
1)I extracted from VCD with ISOBuster.
2)If I load that into TDA directly...I get HUGE macroblocks showing up in the preview screen of TDA along with the famous GOP error.
3)So I fixed the GOP with MPEG-VCR....I get the "could not initialize decoder" error in TDA.
4)I took a bit of video off of the beginning and end of the video with MPEG-VCR and again ran the fix GOP utility....same message in TDA...
"could not initialize decoder".
5)I also loaded the clip in TMPGEnc Plus and the same macroblocks showed up.
Also macro is not a good word....these blocks were HUGE in both TMPGEnc products.
Any other suggestions?
It is only a little 30 minute clip I took from TV with my old Terapin VCD Recorder many years ago.
My only other option is my old Ulead MF2 which is painfully slow.
