I setup a Sempron 2800+ and increased the bus speed from 200 to 275Mhz resulting in a clock speed of 2.2Ghz,normal would be 1.6Ghz.
It worked great until I added a second HD as slave to the already installed master. The secondary IDE has my DVD-ROM and Recorder.
Transcodeing with DVD Shrink slowed to a crawl,it would have taken 9-10 hours instead of the 25 minutes which was my normal speed.
After different test I slowed the bus back to normal 200Mhz and my normal transcode speed returned. I removed the second HD to restore my transcodeing speeds.
If it's the PCI bus speed why does one HD work and it slows only when you add a second HD?

It could be related to your IDE bus speeds. Some MBs allow you to adjust the bus speeds independently from the FSB speeds. Check your BIOS settings. Usually your video card would have problems too.
Try backing your OC down to about 250 or slightly lower and see how it goes. I'm not sure why adding another drive would cause problems, though, it may not be related to bus speeds, but a drive problem.
I've OC'd Semprons with no drive problems. I have a couple of older Sempron 2200+'s that are running at 1985Mhz from the stock 1500Mhz with no problems.
Also you might want to look around a few OCing sites to see if they have any reviews or data on your particular MB.
