manipulate VOB file

Hi experts
I have single VOB I got it by converting VHS video,
The movie has no sound,

I want to do 3 things with it


1 remove some unneeded parts ,
2 slow down parts of the movie . (1/2 speed)
3 burn it back to DVD (adding some MP3)

Can you please recommend the software for these steps?
I don’t like the Premiere, it keep's crashing and wont burn to DVD
