This is sort of weird. I have a few SVCD files that I downloaded from newsgroups and I wanted to make them smaller for saving to DVD (data) so I used QT Pro with DivX Pro (5.0.2 I believe) to "export" them. I set the bitrate to 2600 as the original MPEG2 file was at 2430 or so (as reported by ffmpegX) and I figured that would retain all of the quality without being so big. (the original file was 790 MB or so and I was hoping for 350 MB or so) It did a good job and after it was done I had a file that was 287 MB. I thought it was a bit small so I checked the bitrate in ffmpegX and it said the bitrate was 743! Does an SVCD "qualified" file lock in the bitrate or something? I've tried it a couple of times and get the same result each time, though later tries came up a little to 1130 or so. Need more info? Thanks.
