i follow exactly the guide below but the output file is bigger than 700mb CD. my movies is 1hr 32mins and the resolution is 640x352 .

Depends on how much bigger. You can get 830Mb on a 700Mb CD if you burn it as an image file. DVDDecrypter can burn images or even Nero.
If your tutorial doesn't tell you how, you could use a program like Folder2ISO to create an image file that DVDDecrypter can burn. Or you could use 'overburn' with a program like Nero if it's just a little larger than your CD size, though this method is less dependable.
BTW, I use Fairuse Wizard for DVD to Xvid. Very easy to use if you want to try a different program. -
i follow the guide as the first time i encode 720x480 and the output file is around 1.6gig. i tried to lower resolution to 640x352 and output file is 745mb. the Virtualbud calculated the output file for 700mb but i don't know why. the output quality is awesome very clear and run so smooth.
i'll try the Fairuse Wizard. hopefully it won't exceed 700mb CD like the program above and output quality is not too bad.

now another problem with Fairuse Wizard (turorial http://www.dvd-guides.com/content/view/34/59/ )
after i RIP the DVD to the HD (step 4 in the tutorial ) then the program closed by itself. i tried to open it as Open an existing project but the same problem. i can't go to step 5.
the program closed right here in few seconds after click next. it came up a screen as the image below then it gone.

You don't enter 716800 in VDub. You enter 716800 minus the size of the audio, minus the size of the muxing overhead.
Can't help with Fairuse. I recommend AutoGK.
