mpeg2 to vcd question

I am looking for a program that will convert mpeg2 to vcd. I have tried Nero, and although it works, the result is very blurry and fill of artifacts. I also tried vcdeasy and it did not work at all. I am not computer savy and cannot follow the various recipes given to do this job. I just can drag in the mpeg2 file to a program and press a button to convert and burn. I can't do anything more complicated than that. I am in China and need VCD because I don't have equipment to play anything else.

Surely you can follow a guide, with pictures and specific instructions on where to click and what settings to change ?
