Hi is it possible to create an mp4 with subtitles and chapters that will be playable on a sony PSP?

Create the mp4, yes. Play on a PSP, no idea since I don't have one.
No idea if the PSP supports ttext subs or chapters, but you can create such files using mp4box/yamb.
