I'm trying to find out if it is possible to play a PAL DVD in my PC and capture it to a new NTSC file. I've spent a few days now working on trying to re-encode it, but it seems to not be working right. I have to have this video done soon for somebody else and I'm getting desperate. It's an old Public Domain movie not available in the U.S., and the print isn't great, so a minor reduction in picture quality might not even be noticeable.
