how does one control new browser window size?

Assuming IE:
With only one window open, Resize the window the way that you want it. Hold Ctrl and click on the red X (upper right corner of window). The next time you open an IE window, it will be that size.
Some web sites build this into their code, or have pu-ups/unders, so when you close all of the windows or turn off your PC, IE may use the Pop-up size as default. -
