I want to know if it's possible to demux a single VOB file---substitute a different AC3 file---then remux the VOB file, then return it to the original VOB set in the VIDEO_TS folder.
Can this be done without demuxing and remuxing the entire set?
If so, what tool or tools do I need to do it?

If the different AC3 files are CBR and the new AC3 has exactly the same properties as the original AC3 file (same size in bytes, same duration, same number of channels...) it should be possible. But I don't know any program that would support such a thing...

Are you sure that the VOB file contains only the video you want to change, and nothing else ?
This isn't exactly the same, but it's damn close.
