automatically capture a series of stills

hi

i've a 3hr tape vhs tape that I need to automatically captures a series of stills from via say the export to tape facility in premiere. of course, the problem is that i'd end up with so many images it wouldn't be pratical.

is there any software that any one knows about that can automatically capture say every other 10 stills?

also - if it could doso from a video dvd that would be even better!
