your drive may be stuck on pio. Have you checked this under device manager?
and what sort of drive is it? sata or pata? Some people are only alive because it may be illegal to kill them -
i went in device manger and tried to switch to dma mode but it will not move from pio mode.

Try uninstalling the IDE channel that the drive is connected to in Device Manager. Reboot and the OS will replace it and that usually resets it to DMA mode.

i did the uninstall and it was in dma mode but is still very slow.I went to pc stop and did a test which stated the second harddrive has a transfer rate of two mbs per second instead of fourty.

hmmm.... please read the following sticky:

XP can be very stuborn though.... so bring out the big guns and get into you registry:
http://sniptools.com/vault/getting-back-to-dma-mode-in-windows-xp.htm
Code:
Following is the mechanism that has worked for me, please try it at your own risk, it involves hacking the registry:
1. Open RegEdit
2. Find the following KEY:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l\ Class\{4D36E96A-E325-11CE-BFC1-08002BE10318}\000x
3.The last four digits will be 0000, 0001, 0002, 0003, and so on.
4.Under each key, delete all occurences of the following values:
MasterIdDataChecksum
SlaveIdDataChecksum
5. Reboot the computer. Windows will now redetect DMA settings.
Once I tried the "un-install IDE chanel" trick 5 times... no luck. Primary IDE was in PIO and would not reset to DMA. Used the registry tweak and BAM... DMA all around!

PS please try it at your own risk, it involves hacking the registry!

If it's in DMA mode and it's still that slow, check the drive to make sure the jumpers are set correctly to slave or master. Try a different IDE cable. Make sure it's a 80 conductor version. Try it on a different IDE channel to see if your hard drive controller has a problem. If all that fails, maybe something wrong with the drive.
