The easiest way I can think of is to pull the network cable out of the back of the box ...... barring wireless networking, of course.
Perhaps you could provide some more info regarding the exact nature of the setup of the network at present, and the exact thing(s) you would like to prevent ?If in doubt, Google it. -

shutdown -s -m \\computername -t xx -d p
x:yy where
xx after -t is the time in seconds
p: is the planned shutdown code
xx (after p) is the major reason code
yy is the minor reason code.
You may want to add a -f forces running apps to close . If you use -r instead of -s (as jimmalenko said), you'll reboot the computer.
If you going to be shutting down a Windows 98 machine, you will probably have to make sure that the log in names and passwords are the same; in addition to making sure Client for Networking (whatever it's called for 98) is running. XP relies heavily on the SAM when in a workgroup ( doubt you have a domain at home), and it will send your user account credentials when running this command.
It's been a long time since I've touched a Windows 98 machine, but if there is an administrator account I would set that password to be the same as the administrator account on your XP machine. If you get it to work, you may want to create a .bat file, and on your XP box you can use the Run As command and type the 98 admin password, or you can make it a scheduled task if it's going to be done regularly.
