If I have a Divx or XVID AVI file that has a bitrate of 1200 or so and I am converting it to MPG2 for DVD, is there a benefit to converting the bitrate to 4000?

MPEG is not as efficient as Xvid -- it will require 2 to 4 times the bitrate to keep the same quality. Just use the constant quality mode in your MPEG encoder. Pick the quality you want and encode. That way you'll get exactly the "right" bitrate for your MPEG file.
