mpeg picture adding audio?

Ok i made a picture using mspaint and i like it and i used vcdeasy to make it into an mpeg still image and now i want to add audio to it can i use tmpgenc in any way to do this? do i have to make the image "longer"?
what should i do?

Actually you can take your original image in .jpg add it into tmpgenc then add the audio and what template you want (dvd if for dvd) and it will encode an mpg and make it as long as the audio is.
