Is there a way to burn a wmv file to video or dvd that requires a license to view it(drm)?

That'll work, provided you have a license to view it in the first place.
Do an all forums search on "drm wmv" for more info.If in doubt, Google it. -
Sounds like he wants to ADD drm....not remove it.
