    is there anyway to navigate vobs in mpg2cut2 frame by frame? or are there any other video cutters like this that allow you to go frame by frame?

    Videoredo does also, and is IMO easier to use than the tools listed above. It lets you navigate by frames or by whole GOPs, and it has a setting in the options which lets you switch between GOP-level cutting and frame-level cutting. And it has an option to display an indicator with each frame showing if it's an I-frame or not.

    In mpg2cut2, I think you can just use the forward slash hotkey '/' to advance frame by frame. And if you hold it down, it plays the sound as well which is cool.
