Hello,
I need to know how to create (S)VCDs from mpeg files only with the directory structure such as ( mpegav, cdi, segment etc ) included. I need to go from Mpeg only – directores added by software – to *.iso files. What would be the best process.
Also is a nero image ( *.nri ) the same as an *.iso file? Could I change a Nero image file ( VCD.nri ) to VCD.iso by changing the extinction?

You need to use any (S)VCD authoring software, there's lots on the market and they can be found in the Tools section of this site. VCDEasy is a good choice and it can output to an .iso file.
I thought Nero created nrg files, not nri, but I admit I haven't used Nero in years. Anyway, this would be their proprietary disc image format and no its not the same as an .iso file. If you want to convert it to something else you can use CDMage or you can mount the image with DaemonTools and then copy the files off of it and make your own iso image.
