I am wondering if it is possible to have a DVD that has dual soundtracks, for example in a motocross video that has the background sound (bike noise, people, etc) and then a music track overlayed over the top. Now I know that's not problem, but is there a way to have dual volume controls within the DVD, so the viewer could turn up the music track or turn down the background sounds? Any way to control both in that way?

No. You can't have two sound tracks playing at the same time either. You could have one version of the sound track that has the music in the background and dialgue, ambient noise in the foreground, and a second version of the sound track that brings the music to foreground. That's pretty easy to do in an audio editor or even you video editor.

Ok, so there's no way to have adjustable dual soundtracks. So when videos offer multiple soundtracks (not playing at the same time). How does that work? Do they literally have three versions of their video on the dvd each with different soundtrack? Or can you have one version of the video and say 3 versions of the soundtrack, selectable by the viewer?

^It's one video track and multiple audio.You change the soundtrack with the Audio button on the remote.

You need an authoring program that supports multiple audio tracks. Many do, although some are limited to only two audio tracks, while others allow many more. I use DVD Lab Pro, which supports up to 8 audio tracks, including DTS audio.
