If I want to take an .avi or .mpg file that I have and chop that up in a program like Pinnacle Studio and then create my own custom menus and then encode that into a DVD. What is that called?
Also, I have used Pinnacle Studio in the past and it worked ok. Could someone give me a list of similiar programs? I just want to be able to take movie files and create menus and chapters and turn that into a DVD.

There's no one term that describes what you want to do. But here's a summary:
"Chopping up" = "cut", usually as part of the (simple) editing stage.
"Create menus" = "authoring". You will end up with VOB, IFO and BUP files.
"Create a DVD (disc)" = "burn". You burn the VOB, IFO and BUP files into a VIDEO_TS folder onto disc. A number of authoring tools do this too.
Look in the "Tools" section for tools that meet your needs, in comparison to Pinnacle Studio.
Here's a few options:
Cutting: VirtualDubMod (does both AVI and MPEGs)
Encoding: I use TMPGenc, but there are a few free ones to get MPEG2.
Authoring: I use TMPGEnc DVD Author
