You can try quick erace. It only take two minutes erasing the TOC.

if i were to do that and burn a movie which requires all the space would it overwright the files or say i dont have enough room?

It will overwrite all the files. Eraceing the TOC tricks the program to think that the CD-RW is empty. The following is from the CD-R FAQ (http://www.fadden.com/cdrfaq/)...
"The quick-erase option only erases the lead-in area to make the hardware and software think the disc is empty. This is fine if you're going to use the disc for "normal" writing as a CD-ROM, audio disc or whatever."

you can't just erase files from a VCD or add to it because it has a physical layout different from data cds.
however, in one or both of nero and adaptec (i've done it but not sure which one) you can use the multisession option to add/subtract files from a data cd-rw. you have to import the previous session first. then drag & drop, and delete what you don't want. it will remove the stuff you 'delete' from the new TOC it writes, but the data is still physically on the disc, so you don't save space. but if there's something you want to get rid of that you put on by accident this would take care of it for the most part.
