Maybe your DVD-ROM is struggling to read your DVDs ?

Have you tried re-installing PowerDVD ?

Tried playing those same discs on a friend's PC (with or without PowerDVD installed) ?

Are these DVDRs you've created yourself or pressed store-bought discs ?
    If in doubt, Google it.

If it's happening with storeboughts as well then it points towards your DVD-ROM possibly being on the way out, a corrupted audio codec, or maybe even something dodgy with soundcard and/or speakers. I would have thought that each software would use it's own AC3 Decoder (PowerDVD definitely should), but you could try installing AC3Filter and see if that makes a difference.
    If in doubt, Google it.
