    the video did play once now it doesn't. Please let me know what codec I should download. Gspot recommends Avi Draw or DVD decompressor, but what are those or where can I find them

    You can look for the MJPEC codec under the tool section. https://www.videohelp.com/tools?s=6#6

    I use PICVideo MJPEG codec. It's quite good.

    VirtualDub has a built in MJPG (Motion Jpeg) codec I believe, so If you don't want to install new codecs, you can load up the file in VirtualDub and convert it to another format which is on your computer.

    ffdshow also handles MJPEG, both for dshow and VfW.

    19.62 fps is an odd frame rate.
    This file probably came from a digital still camera in video mode.
