  1. Is there a free tool that converts mpeg videos to about half or more of it's original size? I looked under mpeg tools, but I couldn't find what I was looking for.

    Or use a mpg encoder and reencode and LOWER the video bitrate.

    MPEG-2 only since it is based on M2VRequantiser which in turn is based on libmpeg2 and mpeg2enc. Also I wouldn't recommend it for 50% compression.
