I reinstalled WinXP...and now when I get mail it's showing the time I recieved the mail improperly. I think it's set to another time zone, but I don't know what to do to change it. I already set the regional settings to Japan...but nothings changed.

Click on Start>Settings>Control Panel
Click on Date and Time
Click on Time Zone Tab
** In addition to setting time zone, make sure you either have or have not clicked "Automatically adjust clock for daylight saving changes", whichever is appropriate for your situation. ***
Then,
Click Apply
Click on Date and Time tab
Set time
Click OK
Should be OK.
