When using DVD Shrink's Re-Author feature, the start/end frame select will only allow me to move 15 frames at a time and not one frame at a time. Is there a away to go one frame at a time? If not, what software will?

Sounds like you've got a PAL DVD. AFAIK, you can only cut on I-frames without re-encoding so that's where the 15 frame interval comes into it. If you need to cut at a frame level, MPEG-VCR or VideoRedo may be able to assist - but will probably need to re-encode either side of your cuts. This guide should assist with converting back to MPEG2:

Or alternatively, you could rip to one big VOB, open in virtualdubmod or virtualdubmpeg-2, convert to DV-AVI and then make your cuts on that file, since every frame is an I-Frame in DV-AVI.If in doubt, Google it.
