After I have all my VIDEO_TS and AUDIO_TS folders all authored and ready to go, is it okay to make an "Artwork" folder off of the root and put the cover art in there? The next step for me would be to run Img Tool Classic to create ISO files and burn using DVD Decrypter. Assuming I have the space to spare of course, would it be within DVD specs?

yep, it will be within the dvd specs. several commercial dvds are mixed dvd-video and dvd-rom.
