Consumer mini dv cam that plays/records both PAL/NTSC?

I guess the title says it all really. I am looking for a miniDV camera that will playback and record both formats - at the very least a PAL camera that will playback NTSC so I can transfer footage to the pc for conversions etc.
The only links I could find on Google gave me cameras way out of my pricerange and a damn sexy Sony deck, but again too rich for my blood.
Am I expecting too much at the lower end of the market?

I'm only aware of the Varisync Panasonics that sell >$6000.

Is there a PAL version of the Panasonic AG-DVX100A? If so, you could shoot 24P 720x576 and easily convert to NTSC (720x480) or PAL from the same master tape.

Thanks for the reply - however I'm actually more interested in the playback aspect than filming with the camera. I was hoping the PAL JVC DVS1/2/3 deck might offer NTSC playback of DV tapes, but apparently not.
