FreeVCR? Where'd it go?

Last year I downloaded FreeVCR from the tools section of this site. I just did a reinstall of Windows and need to download it again, but I can't find it here anymore. Why is that? Does it suck or something? Is there an alternative that you would suggest? I'm just trying to capture video from a VCR using my Radeon 9600 All In Wonder. I also would like to be able to watch video tapes on my monitor. Thanks in advance for any help you can provide.
