What does mean this setting in burning software for VCD?
What effects it will take (for example colors of CONTROLS, CURSOR....)?

These refer to settings of the CD-i VCD player application included on the VCD. Unless you are playing your VCD on a CD-i player, none of these settings have any relevance.
As to what these options mean exactly (or the allowable settings), I don't know.

I know, but I have never seen any cursor when I have been playing VCD on my stand alone DVD player.

Again, you are not going to see a cursor unless you are playing your VCD on a stand-alone CD-i player (these things predate even stand-alone VCD players).
