Is it worthwhile making a SVCD with a bitrate around 1600-1700? Would a VCD be better?

This is dependent on so many things. How good is the original video file? Are there lots of fast moving scenes? Are there many dark scenes? etc. The best thing for you to do is make a test clip and see how it goes and which you like best.

I have no problem with SVCDs at that bitrate - I've done many DVD rips lower than that that look great. However, I use CCE and do 3-pass encodes
