CCE is an encoder, not a filter. You can filter with VirtualDub/AviSynth, frameserve to CCE for DVD mpg encoding.

Use TMPGenc Plus. It will encode to DVD format (need to author after though) and you can use filters to tidy up and variable bitrate 'may' take away alot of the pixelating.

Here's a guide on frameserving with Virtualdub: https://www.videohelp.com/virtualdubframeserve.htm

You load your AVI into VD, select filters and frameserve the results to CCE. It's not that difficult once you have it set up.

This may not cure pixelation, if it's caused by too low of bitrate on the AVI. But it can probably make it look a little better. VD filters can also do many other things. There are dozens of them available. VD is one of the best AVI tools out there. If you're not familiar with using it, well worth learning.
