mpg > avi - resolution problem?

Hi,

I have a mpg file:

Format: mpeg1 muxed 320 x 240
FPS: 30
Data size: 439.35mb
Data rate: 1405.94 kbits/sec

When I drop the file in, it automatic come up AVI DivX preset(mencoder mpeg4), and it wonldn't work with any mencoder setting, I've to use different avi ffmpeg setting(only DivX3, XviD works). It works, but the resolution come out pixel. Is it because of the Video Bitrate got only 568 kbit/s? Is there any other way to convert it in order to keep a reasonable resolution? The final avi, I would like to play on a stanalone DVD player.

Simply use 320x240 as target resolution as well.
