Is there a way to tell if the format is PAL OR NTSC before downloading it or after downloading part of the file.

Hi,
Well one clue is what country code the website is. If its a foreign (ie not us) website than chances are its pal. If its north america or japan it will be ntsc.
Of course some sites will have clips from anywhere. You can use gspot to tell after you download of course.

I know when downloading a WMV within Media Player you can find out that information by clicking file>properties while it's downloading. Don't know if it will give it for mpeg or other formats.
