I've gotten as far as to create a crisp quality XVCD.
Next thing I tried to do, was to make one with several
little chapters (less then 5 mins) so I don't have to
watch the whole thing each time.
I drag&dropped the files in Nero, and specified the 0 sec
pause for each mpeg-file.
Great was my disappointment when I saw that at every change of chapter there is a slight hold in the image before continuing with the next one.
Am I doing something wrong, should I use something else then Nero, or is this as good as it get's?

You can't make true chapters for x(S)VCDs. Put you can make entry points which work just like chapters (ie. hit << >> or remote or the entrypoint # and the movie jumps). Entrypoints will give you seamless/smooth 'chapters.'
There are lots of ways to make entry points but the two big freeware programs both use VCDImager: VCDeasy and TSCV. Both can be d/loaded from http://www.doom9.org
For VCDeasy make sure you turn PBC on, default is off. TSCV can add chapters, make motion/still menus, add intro MPEGs, etc. It's very nice but not as user friendly. There's a good guide for it at:
