creating a gif

I want to capture a scene from a video and make it an animated gif. how can i go about doing this?

Plenty of gif animation apps will import video, I use the included gif animator that comes with Photoimpact. They might sell it seperately, www.ulead.com

Someone will probably suggest a specific program, but here is a website that has quite a few programs listed and information on creating animated GIFs.
