My cap device only wants to grab at 352x288, so tmpgenc has to scale it down to 240 when it encodes. It's been my experience that ANY kind of rescale is worse than no rescale, so I pose the question: Should I go out and get a new cap device that actually grabs at 352x240 or is the scaling in tmpgenc not making any differece?

Before you spend any money, you might want to try using AVISynth or VirtualDub's resize filters if you don't trust TMPGEnc (I don't really, either).
