How can I break a Protected Windows Media Audio/Video file? I've downloaded a file and it can not be played unless I go to a website and pay to view.

You are talking abour DRM (Digital Rights Management).
Unfortunately, at present, there is no way around it, though there are rumours about it being cracked. You will need to pay to view. -

For it to work you need to be able to play the file. The idea is to create a non DRM'ed wmv file (hence the name) from something that you have the rights to play... not to steal stuff.

Oh I can play them as I have the login and pass that is required for this WMV but I just want to get rid of the DRM if possible because it is so annoying.

Right, then you should be able to do it. There is a long thread over at doom9's discussing these tools. I would suggest that you check it out.
