  1. How can I break a Protected Windows Media Audio/Video file? I've downloaded a file and it can not be played unless I go to a website and pay to view.

You are talking abour DRM (Digital Rights Management).

Unfortunately, at present, there is no way around it, though there are rumours about it being cracked. You will need to pay to view.

    Well, that's pretty self-explanatory then, isn't it ?

The whole idea of DRM is that it can force special conditions upon you, and one of the conditions of this particular file is that you have to pay to view it. Personally I think that this is warez, as it is not public domain material (otherwise viewing would be free) and you obviously do not own viewing rights to the material, so I think it's even worse than copying rentals, but recent judgements by mods here have led me to believe that this is OK to be discussed here.

    So, as such:

I'm reliably informed that that zip file contains everything you need.
    If in doubt, Google it.

That's a bit of bad luck then

I personally don't know how to to use it (and I have no intention of learning solely for your benefit), so you're just gonna have to use google - I'm sure you can find the thread at either, doom9, afterdawn or cdfreaks where I found these tools
    If in doubt, Google it.

For it to work you need to be able to play the file. The idea is to create a non DRM'ed wmv file (hence the name) from something that you have the rights to play... not to steal stuff.

Oh I can play them as I have the login and pass that is required for this WMV but I just want to get rid of the DRM if possible because it is so annoying.

Right, then you should be able to do it. There is a long thread over at doom9's discussing these tools. I would suggest that you check it out.
