For those people who don't have DVD burners so that they can play the film on a standalone DVD player is one reason possibly.

VCD has been out for a long time way before even DVD was invented.
Encoding to VCD has been the cheaper method as when dvd writers first appeared, they wre expensive as well as disks.
As Cole mentions, at present for those who do not have a dvd burner.
CDs are cheaper than DVDs. -
I used VCD for creating a demo disc for a band. Cheap and very easy for anyone to copy with just a CD burner.
It could also be used in a situation where you wanted to pack a whole lot of material on a single DVD where great quality isn't an issue. -
From what I understand, VCD's and VCD players were (are?) quite widespread in the Far East even as a commercial format.

Hi,
One more benefit of vcd is length. If you don't care about video quality you can encode to vcd and then author a dvd with that level. You can fit hours on a disc that way and still be dvd compatible.

EDIT - just saw coalman said the same thing already - doh!Donatello - The Shredder? Michelangelo - Maybe all that hardware is for making coleslaw? -
