When I use nero to do this it reencodes everything with lesser quality than the original DIVx avi file. I would like to get the AVI file onto a DVD playable format with the lowest quality loss from the original file.

Don't use Nero for anything but burning. It tends to want to re-encode whether it needs it or not. It is a poor encoder.
If you have a DIVX file that you would like to play on a settop DVD player you need to encode it to MPEG-2 or MPEG-1. Nero sucks at that. Quick and easy is VSO DivxToDVD.
Or you can use TMPGEnc encoder to convert to VCD or DVD format. -
http://members.dodo.net.au/TMPGEnc1CD.htm for a one disc XVCD or http://members.dodo.net.au/~jimmalenko/AVI2DVD.htm for a one disc DVD
If in doubt, Google it.
