I recently made an svcd from an avi file, but when I play it on my dvd player or windows media player there are a whole bynch of little blurry squares all over the screen making useless to watch. When I watch it on PowerDVD it works fine though.
NTSC SVCD
16x9 aspect ratio
non-interlace
Full screen (keep aspect ratio)

Re-encode it at a higher bit rate - 2250 is the limit for SVCD
Another option is to encode the file at DVD bit rates but at 352x240 size.
Lastly, you can use AviSynth and a Deblocker plugin - DGIndex is very good
