    I trying to get that CSI Flashback look with digital video, where the image is really, witha really slow shutter, almost choppy, and the image is almost black and white.

    My camera has a slow shutter feature on it, but thats only good if you know slow shutter is needed when your shooting the video.

    What do you do when you shot a clip in regular video, and then while editing, decide it needs to look like what the camear does on SLOW SHUTTER MODE?

    Are there programs that can make normal video choppy? I haven't figured out how to do this in my editing program, MediaStudio Pro

    you could try something like avisynth to remove every second or 5th frame. The other feature of slow shutter is exaggerated motion blur, which is also difficult to achieve in post.
