I have an uncomressed .avi file, and want to output it onto TV(and record it on tape) with my video card. I have tried the divx compression, the result is good, but I need a better compression. Can someone PLEASE help me, and tell me which compression is better and the setting.
Thx in advance.

Divx apparently is the best codec out there if u want to preserve as much of the quality as possible and maintaining a small file size. My advice, based on the very limited info u provided on ur .avi, is to use SBC which is the best way to go. Try the SBC guide at:
http://www.doom9.org
Otherwise provide more vital details about ur .avi and I may help u more.
