Could anyone recommend a program that will allow me to put photos onto DVD and create multi layer menus to the slideshows. ie a menu that links to other menus and then to slideshows.
I currently use Ulead DVD Pictureshow 3 but it only allows for a flat menu structure.

What sort of slideshows ? Static ? Ken Burns (zooms and pans) ? Automatic or manual progression ? Audio or silent ?
If you want it automated, then you will be limited to what the packages offer, and most are pretty much the same was what you have. The differences come in the styles of transitions and the quality of encoding.
If you want more freedom, then you will probably need to put in more effort yourself. This may mean laerning an editing program and manually creating the slideshows, then authoring a DVD using an authoring program. For my money this is the best way, as it gives you total control to create a DVD that is exactly as you want it to be, however it does take more effort on your part to learn the software and do the work.Read my blog here.

The slideshows are automatic with background music. No transistions of effects just stills.
Any suggestions as to which DVD authoring package is best for this kind of work ? -
If you are happy with the output of PictureShow 3 (image quality, ease of use), but just not happy about the authoring, you could use tmpgenc DVD author to create the menus, and just attach the slideshows from PictureShow using the Attach Movie function.
