i dont know if this would work, i have music videos encoded at 160 x 120 formats and i would like 4 of them on screen with one playing at a time. when one finishes the next one should start and so forth.... if there is anytool that would do that then please reply back... oh yea.. the videos are in wmv format.

Any editor or effects package that supports motion tracks and overlays can do this. It is in fact a very simple effect. There is a tutorial over at the Creative Cow website that shows you how to create an entire wall of videos that moves in 3d and is backlit. All in after effects. So to answer your question, yes, there are many tools. Look at Vegas, Premiere, After Effects, Combustion, Video Studio Pro etc.
