I have around 10 hours of video currently held as an AVI on my computer (captured via my Canopus card). What I would like to do is take that 10 hours and encode it so that the video runs for say 10 minutes creating a sort of time lapse. I don't want to alter the frame rate (25fps) as I wish to write this to a PAL DVD.
What are the tools to use to do this procedure.

So you basically want every 1 minute (1500 frames) to be representative of a "realtime" of an hour (90,000 frames), running at 25fps. All you need to do is grab every 60th frame from your source and then organise that to run at 25fps.
I'm thinking an AVISynth script and the SelectEvery command might be quite useful here
I'm not much good at composing scripts, but I'm sure someone could easily write a simple script for you. Load it straight into your favorite MPEG encoder and you're good to go.If in doubt, Google it.
