I recently captured several vhs tapes using a hardware based mpeg capture device. They came out pretty good. However, there are sections I would like to clean up using video noise filters, as an example. The question I have is...
Is it better to run the mpeg through a program like TempgEnc utilizing their filters on the mpeg as is? Or is it better to convert the file to some less compressed AVI format, and THEN run IT through some filters?
I personally don't have a clue.

What do you want to do with the video in the end? If you want it as mpg (for DVD/SVCD/VCD), you'd better not take the route over AVI (at least not any compressed AVI).

It doesn't really matter. Whatever program you use to filter with, it will decode the soure file to raw frames, apply the filters to that and then (possibly) re-encode the filtered frames back to whatever format you select. So you will be re-encoding at least once. So converting to uncompressed avi has no benefit and converting to some other compressed format just introduces an extra re-encode, which is something to be avoided if at all possible
