I know my avt-8710 has a built in proc amp, but would it be better to use a standalone proc amp such as those from signvideo? Also, there is no meter or anything else to tell me if my levels are up to standard...is there a way for me to check these (additional equipment)?

the proc amp in the avt-8710 should, from my understanding, only be used for subtle corrections, and if the video needs heavier manipulation, a better standalone unit should be used.
